To qualify, you need all three:

  3. A recognised university degree or at least 3 years of cloud engineering experience in the last 7 years

Does "Cloud Engineer" qualify as a shortage occupation?

Yes. The Federal Employment Agency classifies cloud engineers, cloud architects, platform engineers, and cloud infrastructure specialists under ISCO-08 group 25 — typically unit 2512 (software developers) or unit 2522 (systems administrators), depending on whether the role is architecture-focused or operations-focused.

Non-standard titles — "Cloud Architect", "Solutions Architect", "Platform Engineer", "Site Reliability Engineer" — are classified by actual work content. Any role involving the design, implementation, and operation of cloud infrastructure at graduate level qualifies under group 25. This is confirmed on your employer's Erklärung zum Beschäftigungsverhältnis form.

Note on cloud certifications: AWS Solutions Architect, GCP Professional Cloud Architect, and Azure Solutions Architect Expert are valuable industry credentials but do not substitute for a formal degree under the Blue Card or Chancenkarte qualification requirements. They can, however, strengthen experience letters by demonstrating specific technical depth.

Two routes to the Blue Card

Route 1: University degree

Your degree must be comparable to at least a German bachelor's (ISCED 2011 level 6; a programme of at least 3 years).

B.Tech / B.E. in Computer Science, IT, or Electronics (4 years) — the most common pathway. Qualifies directly if your university is H+ in anabin.

MSc in Computer Science, Cloud Computing, or Network Engineering — qualifies as a master's equivalent. Check your institution at anabin.

Recognition is verified through the anabin database. Your university must be rated H+; your degree must appear as "entspricht" or "gleichwertig". If your university is H+/-, the specific degree programme must be listed in the comments field.

Route 2: IT specialist without a degree (§ 18g(2))

If you have at least 3 years of cloud engineering experience at university-graduate level within the last 7 years, you can qualify without a formal degree. The role must fall under ISCO-08 group 25 and your salary must meet the €45,934.20 threshold.

Cloud engineering roles typically qualify — designing multi-region architectures, implementing infrastructure-as-code, managing Kubernetes clusters at production scale, and building cloud-native systems are graduate-level work. Cloud support or basic admin roles that do not involve architecture or independent design may not meet the "university-graduate level" standard.

Document checklist (India → Germany, 2026)

For Route 1 (with degree):

  • Valid passport (issued within 10 years, at least 2 empty pages)
  • Degree certificate (B.Tech, MSc, etc.)
  • Mark sheets for every semester
  • Confirmation from your university that you studied in regular (on-site) mode

  • Salary slips or Form 16 for each employment period
  • Optional but helpful: architecture diagrams, infrastructure cost-optimisation reports, or cloud migration case studies demonstrating graduate-level scope

Common mistakes

1. Cloud certifications assumed to substitute for a degree. AWS, GCP, and Azure certifications are respected credentials but do not count as formal qualifications under the Blue Card or Chancenkarte requirements. They are neither degrees nor state-recognised vocational qualifications.

2. Cloud support roles conflated with cloud engineering. Tier-1 cloud support, managed services monitoring, or basic account management roles do not constitute "university-graduate level" cloud engineering work for the IT exception.

3. Non-standard title not described in the Employment Declaration. "Solutions Architect", "Cloud Platform Engineer", "Infrastructure Lead" must be described by work content on the Erklärung zum Beschäftigungsverhältnis form so the Federal Employment Agency can confirm group 25 classification.

4. Using the 2025 salary threshold. The 2025 shortage threshold was €43,759.80. The binding 2026 figure is €45,934.20.
