Data engineering is a shortage occupation in Germany under ISCO-08 group 25 (ICT professionals). This means you qualify for the EU Blue Card under the lower salary threshold — the same rate as software engineers — and the IT specialist exception applies if you have experience but no formal degree.

To qualify, you need all three:

  1. A job offer in Germany with a contract of at least 6 months
  2. A gross annual salary of at least €45,934.20 (2026 shortage threshold)
  3. A recognised university degree or at least 3 years of data engineering experience in the last 7 years

Does "Data Engineer" qualify as a shortage occupation?

Yes. The Federal Employment Agency classifies data engineers, big data engineers, analytics engineers, ETL developers, and data platform engineers under ISCO-08 group 25 — specifically unit 2521 (database designers and administrators) or unit 2514 (applications programmers), depending on your role.

ISCO-08 group 25 is on Germany's official shortage occupation list. The lower €45,934.20 threshold and the IT specialist exception (§ 18g(2)) both apply to all roles in this group.

If your job title is non-standard — "analytics engineer", "ML pipeline engineer", "data infrastructure engineer" — the Federal Employment Agency classifies based on actual work content, not title. Any role that involves designing, building, or maintaining data infrastructure at a graduate level qualifies under group 25. This classification is confirmed on your employer's Erklärung zum Beschäftigungsverhältnis form.

Mid-level data engineering roles in Germany in 2026 typically pay €55,000–€80,000. Most offers clear the threshold comfortably. If your offer is below €45,934.20, consider the § 19c(2) IT specialist visa (€45,630 threshold, requires 2+ years of experience).


Two routes to the Blue Card

Route 1: University degree

Your degree must be comparable to at least a German bachelor's (ISCED 2011 level 6; a programme of at least 3 years). Data engineering draws from several degree backgrounds — here is how each maps for Indian applicants:

B.Tech / B.E. in Computer Science or IT (4 years) — the most common pathway. Qualifies directly if your university is H+ in anabin.

M.Tech or MSc in Data Science or Computer Science — qualifies as a master's equivalent. Check your institution at anabin.

MSc in Statistics or Applied Mathematics — typically qualifies. Statistics degrees from IITs and central universities are generally well-recognised. Statistics programmes from smaller private institutions may need a ZAB Statement of Comparability.

B.Sc. in Statistics or Mathematics (3 years) — borderline. Three-year programmes qualify at ISCED level 6, but ZAB may examine whether the programme had sufficient technical depth. Obtain a ZAB Zeugnisbewertung before your appointment.

Data Science degrees from institutions that launched programmes after 2015–2018 — many are not yet individually listed in anabin. If your specific programme is not found in the degree database, get a ZAB Zeugnisbewertung — approximately 2 weeks with a German work contract attached.

Recognition is verified through the anabin database. Your university must be rated H+; your degree must appear as "entspricht" or "gleichwertig". If your university is H+/-, the specific degree programme must be listed in the comments field.

Route 2: IT specialist without a degree (§ 18g(2))

If you have at least 3 years of data engineering experience at university-graduate level within the last 7 years, you can qualify without a formal degree. The role must fall under ISCO-08 group 25 and your salary must meet the €45,934.20 threshold.

Data engineering roles typically qualify — designing and building data pipelines, warehouse architecture, ETL systems, and data platform infrastructure are all graduate-level work. Junior data analyst roles and BI reporting roles that do not involve engineering skills may not meet the "university-graduate level" standard.

Experience documentation for this route must go beyond confirming dates and job title. Letters need to describe the specific technologies used, the scale of systems built, and the seniority level of the work. See the document checklist below.

This route gives identical downstream rights to the standard Blue Card.


Document checklist (India → Germany, 2026)

For Route 1 (with degree):

  • Valid passport (issued within 10 years, at least 2 empty pages)
  • Degree certificate (B.Tech, MSc, etc.)
  • Mark sheets for every semester
  • Confirmation from your university that you studied in regular (on-site) mode
  • anabin printouts for your university and degree — or ZAB Statement of Comparability if your Data Science or Statistics programme is not listed
  • Employment Declaration (Erklärung zum Beschäftigungsverhältnis) completed by your German employer
  • Health insurance certificate from your German employer's insurer

For Route 2 (IT exception — no degree):

Replace degree documents with:

  • Experience letters from each employer stating: job title, dates, specific technologies used (e.g. Spark, Airflow, dbt, BigQuery, Snowflake, Kafka, Flink), description of data engineering responsibilities, and explicit seniority level
  • Salary slips or Form 16 for each employment period
  • Optional but helpful: architecture diagrams, design documents, or system descriptions that show the work was at graduate level — pipeline designs, schema architecture, or capacity planning documents work well

Note on apostille: Germany does not require or accept apostille on Indian documents. Do not pay for MEA apostille on your degree or experience letters.


After approval: settlement permit timeline

  • 21 months of Blue Card employment + German at B1 → settlement permit
  • 27 months of Blue Card employment + German at A1 → settlement permit

Common mistakes

1. Assuming a Data Science degree is automatically recognised in anabin. Many programmes launched after 2015–2018 are not yet individually listed. Check the anabin degree database for your specific programme before your visa appointment — do not assume H+ university rating means your degree is also listed.

2. Route 2 experience letters without technical detail. Letters for the IT exception must describe the actual engineering work: technologies, system scale, pipeline architecture, and seniority level. A letter that only confirms employment dates and a job title does not establish "university-graduate level" work.

3. Confusion over ISCO-08 classification for non-standard titles. If your title is "Analytics Engineer", "ML Platform Engineer", or "Data Infrastructure Engineer", the Employment Declaration must clearly describe the technical work content so the Federal Employment Agency can confirm the group 25 classification. Ask your German employer to be explicit in the form.

4. Using the 2025 salary threshold. The 2025 shortage threshold was €43,759.80. The binding 2026 figure is €45,934.20. Confirm the correct figure with your employer before the visa appointment.


When you need a lawyer

Most applications do not require a lawyer. Consider one if:

  • Your degree is in Statistics or Mathematics from a smaller institution and you are uncertain about the ZAB outcome
  • You are applying via the IT exception and your experience documentation is complex or your role boundary is ambiguous
  • Your job title is unusual and you are concerned the Federal Employment Agency may not classify it under ISCO-08 group 25
  • You are 45 or older — there is an additional pension provision requirement if your salary is below €55,770
