Do you qualify?
Germany is SAP's home country and the global centre of SAP implementation demand. SAP technical consultant roles qualify as shortage occupations under ISCO-08 group 25 (ICT professionals), giving access to the lower salary threshold and the IT exception pathway.
To qualify, you need all three:
- A job offer in Germany with a contract of at least 6 months
- A gross annual salary of at least €45,934.20 (2026 shortage threshold for technical SAP roles)
- A recognised university degree or at least 3 years of SAP technical experience in the last 7 years
Technical SAP vs functional SAP: which route applies?
Technical SAP (ISCO-08 group 25 — shortage threshold applies):
- ABAP developer, SAP BTP developer, SAP Fiori/UI5 developer
- SAP Basis administrator, SAP integration specialist (SAP PI/PO, Integration Suite)
- SAP HANA developer, SAP data migration specialist (BODS, LTMC)
Functional SAP (classification varies):
- SAP FI/CO, MM, SD, HCM consultants
- May classify under group 25 (software developers/analysts) if the work involves significant configuration and system design, or under group 242 (business analysts) if primarily process consulting
- Your employer's Erklärung zum Beschäftigungsverhältnis must describe the work content accurately
If your functional SAP role involves ABAP debugging, integration design, or extensive system configuration, ask your employer to describe this explicitly in the Employment Declaration.
Degree recognition for Philippine qualifications
BS Computer Science / BS Information Technology (4 years) — the standard pathway for technical SAP roles. Qualifies if your university is H+ in anabin.
BS Accountancy / BS Business Administration (4 years) — can qualify for functional SAP roles if your university is H+ and the programme is listed as "entspricht" or "gleichwertig" in anabin. A ZAB Statement of Comparability is recommended for these degrees.

SAP consultant salaries in Germany in 2026 typically range from €65,000 to €110,000. Most offers clear the threshold comfortably.
Two routes to the Blue Card
Route 1: University degree
Your Philippine 4-year BS degree qualifies if your institution is H+ and your programme is listed in anabin as "entspricht" or "gleichwertig".
Route 2: IT specialist without a degree (§ 18g(2))
At least 3 years of SAP technical experience at university-graduate level within the last 7 years, salary ≥ €45,934.20, role under ISCO-08 group 25. This route applies most clearly to ABAP development, SAP BTP, SAP Basis, and integration work.
Note on SAP certifications: SAP Certified Application Associate, SAP Certified Technology Associate, and other SAP credentials do not substitute for a formal degree. They strengthen experience letters but do not unlock any additional route.
Document checklist (Philippines → Germany, 2026)
For Route 1 (with degree):
- Valid passport (at least 2 empty pages)
- Degree certificate — with DFA apostille
- Transcript of records (all semesters) — with DFA apostille
- University confirmation of regular (on-site) mode of study
- anabin printouts — or ZAB Statement of Comparability (recommended for BS Accountancy / BS Business Administration degrees)
- Employment Declaration (Erklärung zum Beschäftigungsverhältnis) from your German employer describing SAP role content
- Health insurance certificate
For Route 2 (IT exception — no degree):
Replace degree documents with:
- Experience letters: job title, dates, SAP modules and technologies (ABAP, BTP, Fiori/UI5, SAP Basis, SAP HANA, PI/PO, Integration Suite, BODS, specific SAP modules — FI/CO/MM/SD), responsibilities, system scale, seniority level
- Payslips and/or BIR Form 2316 for each employment period
Apostille note: Philippine degree certificates and transcripts require DFA apostille before submission to the German Embassy Manila.

My degree is BS Accountancy — can I get the EU Blue Card as an SAP FI/CO consultant?
Possibly. If your university is H+ in anabin and BS Accountancy is listed as "entspricht", it can qualify for functional SAP roles. A ZAB Statement of Comparability is strongly recommended before your appointment. The Federal Employment Agency must also classify your role under ISCO-08 group 25 — your employer's Employment Declaration needs to describe the technical implementation and configuration work involved.
How long does the EU Blue Card take at the German Embassy Manila?
Typically 4 to 10 weeks. The § 81a Vorabzustimmung fast-track procedure reduces total time to approximately 6 weeks.
